The bin was being carted on to a wagon to be carried away for emptying at a tip when onlookers saw something dark and furry moving around.</p>
<p>The bear was rescued and taken to a sanctuary to recover from its experience.</p>

				<content:encoded><![CDATA[<p>Eric Pickles has appeared on TV to declare that legislation WILL be brought in to stop councils imposing fines on residents taking out rubbish bins on the wrong day.</p>
<p>The MP said that he is determined to the stop this kind of action given the &#8220;unreasonable nature of these charges&#8221;, saying that the plans will take place at some point this year.</p>
<p>He said it was &#8220;ludicrous&#8221; to fine people for putting yoghurt pots in the wrong bin, or putting bins on the wrong part of the pavement.</p>

Residents thought that someone had been playing a prank on them when they awoke to see the waste bin out of arm’s reach.<br />
It is thought the blunder occurred due to workmen leaving the lower part of the lamp-post clear so engineers could access wiring inside.<br />
A complaint was lodged with the council&#8217;s environmental health department after seeing people struggle to dispose of their rubbish.<br />
And officials at Stoke-on-Trent City Council had the useless item removed just 24 hours after it was installed.<br />
Peter Price, the council’s assistant director for technical services, admitted the location of the bin was “daft”.</p>
